Hint: You can find these in public places.
Answer: It's a "Gravity Well", one of those devices in which you drop a coin down a ramp and watch it go around and around until it reaches the well at the bottom. I watched three children spend half an hour dropping coins into this one. Good, cheap fun. Credit to Frick for his correct answer.

I would like to guess a public waste receptacle, probably for cigarette butts. Pretty shiny for an ashtray, though..
One of those charity funnels that you find at the mall. Where your coin spirals around and around and around till it drops into the hole at the bottom.
